Kuala Lumpur mayor Datuk Seri Ahmad Phesal Talib said the review would be made on the margin between rental rates set by DBKL and revenue estimates of the business operators.

However, he admitted that DBKL would face difficulty in raising the rates as it would be wrongly perceived as oppressing the traders.

"However, if we continue with low rates on the licence, the situation would worsen," he told reporters after attending an awards ceremony held in conjunction with the 45th Enforcement Day celebration at Titiwangsa Stadium, here, today.

Sousa's team travel to Anfield with a two-point lead over Liverpool in the race to make the last 16 of Europe's elite club competition.

A draw will be enough to send the Swiss outfit through at the expense of their more illustrious opponents.

After a disappointing season to date, Liverpool are desperate to qualify from Group B to get their campaign back on track, but their confidence remains fragile on the evidence of Saturday's lacklustre goalless draw at home to Sunderland.

Former Juventus midfielder Sousa, who managed Swansea City prior to present Liverpool handler Brendan Rodgers taking over at the helm, has no intention of playing for a draw because he is confident the Reds aren't mentally strong enough to respond if they struggle early on.

"We want to put them under pressure because in the last game (their 1-0 win in Switzerland) we were controlling possession and created good opportunities," the 44-year-old Sousa said yesterday.

"That is something we want to have tomorrow. Lots of personality, ambition, intensity in our game with and without the ball, and create difficulties which will allow us to have opportunities to score in the game.

"We will put them more under pressure and hopefully we can have another magical night where the performance will be outstanding and the result of the game will be in our favour.

"I am always looking for a win. In my leadership and feedback to the players it is always about playing to win."

There has been much debate in recent weeks about the ability of Liverpool's 34-year-old captain Steven Gerrard to dictate matches in the twilight of his career.

But former Reds defender Philipp Degen, now in the Basel squad, is sure Gerrard can still cut it at the highest level.

"He was — is — for me THE Liverpool player, boss both on and off the pitch and a great personality at this club," Degen said.

"When I was here he was the man I went to when I had questions.

"It is always special to play here and it is a Champions League night where it is a matter of all or nothing.

"It is special thing when they sing 'You'll Never Walk Alone' so there is motivation for us here tomorrow to make sure we go through to the last 16." — AFP

No injuries were reported but the inferno near a downtown freeway interchange could be seen for miles and billowing clouds of smoke closed down adjacent highways in two directions.

"When you look at the magnitude of this fire, and what we were able to save, it's amazing, because we did have total of three high-rises," LAFD spokesman Jaime Moore told Fox 11 television.

City fire officials were unable to give an immediate cause for the blaze, which all-but destroyed a seven-story apartment building that was under construction.

Flames spread for a whole city block, nearly a million square feet, officials said, adding that the blaze started around 1:20am.

The apartment development in downtown had caused some controversy in the community due to a pedestrian bridge the developers wanted to erect so residents could avoid street traffic, the Los Angeles Times newspaper reported.

The blaze spread quickly through the building and officials warned there was a risk of building scaffolding falling into the roadway even after the fire was contained.

The fire was so big that responding firefighters could feel the heat from the flames from their fire station, a city information officer told AFP.

Two adjacent office towers were also damaged, including three stories of the 15-story Los Angeles County Health Department building which sustained heat damage, including melted blinds and broken glass, the LA Fire Department said.

A second fire a short drive away also caused severe damage to a building housing apartments and commercial spaces that was under renovation.

Both fires were brought under control this morning.

More than 350 firefighters battled the blazes, a quarter of the city's firefighting force, Los Angeles Fire Department public information officer David Ortiz told AFP.

Firefighters from nearby areas came in to assist with the response efforts.

"There was a great impact due to both fires on local commute traffic," Ortiz said.

The freeway closures lasted into the day, although by mid-morning most lanes had been reopened, officials said. — AFP

He said the moves were for the Football Association of Malaysia (FAM) to ban supporters with previous records from entering the stadium and stern action by police against the group.

"Incidents like the one at Shah Alam Stadium, last night has tarnished the image of the nation at the Southeast Asian level. In fact, in several comments on social websites, there are quarters who conclude that hooliganism is the culture of Malaysians when the incident actually involved a small number.

"We must restore our reputation and I hope through thorough and speedy investigation by the police, we can show the Vietnamese that we take the problem seriously," he told a news conference at his office, here, today.

He was commenting on the unruly behaviour of some Malaysian supporters who attacked the Vietnamese supporters following the 2-1 loss of the Harimau Malaya squad to Vietnam in the first leg of the semi-final of the Suzuki AFF Cup at Shah Alam Stadium, last night.

Khairy said the Deputy Inspector-General of Police (Datuk Noor Rashid Ibrahim) had informed him that police would find and charge those involved in the attack.

He said he had contacted the Vietnamese ambassador to Malaysia, Pham Cao

Phong to explain the incident and give his assurance that prompt investigation would be conducted to nab the culprits.

"He (Pham) expressed his disappointment over last night's incident, especially at the little aid extended to the injured Vietnamese supporters. He hoped the incident would be investigated immediately."

Khairy said Pham also gave his assurance that the authorities in Vietnam would provide the best security for the Malaysian players and supporters in the second leg of the semi-final between Harimau Malaya and the Vietnamese team. — Bernama

"He is doing well clinically and does not have any signs of infection. Considering his good recovery, his medical team has scheduled his leaving hospital tomorrow," a statement from the Albert Einstein clinic read, adding Pele would speak to reporters today at 12.30pm (1430 GMT).

The announcement comes three days after the 74-year-old Pele publicly thanked well wishers for their support in a video posted to Facebook that also featured him strumming a few tunes on his guitar during a visit from members of his family and a girlfriend.

Pele was hospitalised on November 24 with a suspected urinary tract infection requiring antibiotics.

Three days later, the hospital placed the man nicknamed "O Rei" (the king) in intensive care after his condition became "clinically unstable," briefly alarming fans.

Some Brazilian media reported Pele had septicaemia, a blood infection, after he initially failed to respond to treatment.

But the clinic stopped renal assistance three days later and then moved Pele to semi-intensive care after extensive tests as his health began steadily to improve.

Pele has only one kidney after the other was removed following a rib injury he suffered while playing for the New York Cosmos in the 1970s, his agent Jose "Pepito" Fornos told AFP.

Pele underwent kidney stone surgery in the same clinic on November 13 and was discharged two days later before returning complaining of abdominal pain.

A posse of journalists have spent days camped outside the hospital to report on the health of the man named athlete of the 20th century by the International Olympic Committee in 1999 and who helped Brazil to world titles in 1958, 1962 and 1970.

Widely regarded as the best footballer ever, Pele made his name with Brazil team Santos and won his first World Cup at just 17, scoring twice in the final win over hosts Sweden.

He was injured early on in 1962, when Brazil retained the trophy, but scored in Brazil's 1970 final win over Italy.  

Pele, who ended his career with a spell in the then-embryonic US league with the New York Cosmos, scored 77 goals in 91 games for Brazil and 1,281 in his career. — AFP
