Canadian ministers and lawmakers identified the House of Commons' Sergeant-At-Arms, Kevin Vickers, as the man responsible for firing the shots that brought down the assailant.

Member of Parliament Craig Scott said on Twitter Vickers had slain the gunman just as he approached rooms packed with politicians.

"MPs and Hill staff owe their safety, even lives, to Sergeant at Arms Kevin Vickers who shot attacker just outside the MPs' caucus rooms," Scott wrote.

Vickers, a 29-year veteran of the Royal Canadian Mounted Police, was appointed Sergeant-At-Arms in 2006.

The position leaves him in charge of security at the parliamentary buildings.

He also carries the mace, the symbol of parliamentary authority, during formal proceedings and ceremonies.

Canada's Minister of Justice Peter Mackay named Vickers in a post on Twitter following the shoot-out drama.

"To all in Ottawa, stay safe & strong. Thank God for Sgt at Arms Kevin Vickers & our Cdn security forces. True heroes," Mackay wrote.

Canadian minister of veteran affairs, Julian Fantino also identified Vickers in a post.

"I am safe & profoundly grateful to Sgt at Arms Kevin Vickers & our security forces for selfless act of keeping us safe," he wrote.

Senator Linda Frum responded to a tweet identifying Vickers as the man who had brought the shoot-out to a bloody conclusion with one word: "Hero."

Several journalists also praised Vickers, with CTV News broadcaster Mercedes Stephenson remarking: "Heroic actions by Sgt. at Arms Kevin Vickers today. He saved lives."

CBC reporter Kady O'Malley meanwhile added:

Caterham were bought from Malaysian businessman Fernandes in June by a consortium of Swiss and Middle Eastern interests.

But they claimed that they have been running the backmarkers without being the legal owners after a row over transfer of shares and described the team's recent difficulties as "detrimental".

"Since the date of the agreement, the seller has refused to comply with its legal obligations to transfer their shares to the buyer," said an angrily-worded statement.

"The buyer has been left in the invidious position of funding the team without having legal title to the team it had bought.

"This is in total contradiction to the seller's press release of 3 October 2014 which stated that Mr Fernandes and his Caterham Group had no longer any connection with the Caterham F1 team.

"The administrators of Caterham Sports Limited have been appointed on behalf of Export-Import Bank of Malaysia Berhad (Exim), a creditor of Mr Fernandes and the Caterham Group. The buyer has no connection with Exim.

"Caterham Sports Ltd was a supplier company to the Caterham F1 team.

"Very regrettably, the administrators' appointment has had devastating effects on the F1 team's activities.

"Since their appointment, the administrators have released various press statements which have been severely detrimental to the management of the Caterham F1 team.

"After three months of operating the Caterham F1 Team in good faith, the buyer is now forced to explore all its options including the withdrawal of its management team.

"Lawyers have been instructed by the buyer to bring all necessary claims against all parties, including Mr Fernandes who, as an owner, will run the F1 operation."

However, Fernandes claimed yesterday that he had yet to be paid for Caterham by the consortium.

Alibaba founder Ma will meet in coming days with Lions Gate Entertainment Corp, Walt Disney Co. Viacom Inc's Paramount Pictures, Time Warner Inc's Warner Bros., Sony Corp. and Comcast Corp's Universal, said the people, who asked not to be named because the talks are private. Hangzhou, China-based Alibaba will seek deals that give it the right to distribute US movies and TV shows at home, or invest in studio stakes, the people said.

Armed with US$25 billion (RM81.6b) from a September initial public offering, Alibaba is on the prowl for entertainment it can sell to Chinese consumers through its set-top boxes, which also offer goods from its e-commerce site, the world's largest. Like Chinese peers Fosun International Ltd. and Dalian Wanda Group Corp, Alibaba has expanded ties in Hollywood while navigating challenges such as piracy and censorship in mainland China.

"Entertainment and film is a very important part of Alibaba's ecosystem," said Alex Wang, a Beijing-based analyst at Internet consulting group IResearch. "The film industry is a really lucrative business, which will become an important growth driver for Alibaba."

Fosun, which invested US$200 million in Jeff Robinov's Studio 8 in June, has held talks to invest in Lions Gate, according to people with knowledge of the situation. Alibaba reached an agreement in July to stream titles like "The Hunger Games" films and the TV series "Mad Men" in China from the studio, run from Santa Monica, California.

Wanda, which controls US cinema chain AMC Entertainment Holdings Inc, acquired land in Beverly Hills, California, in August to set up an office to do deals in Hollywood.

Accompanying Ma to Los Angeles will be Liu Chunning, vice-president of Alibaba's digital and entertainment unit, and Zhang Qiang, head of Alibaba Pictures, one of the people said. They are expected to meet with some of Hollywood's most senior executives, including Paramount chairman Brad Grey and Michael Lynton, chief executive officer of Sony Entertainment.

Florence Shih, a Hong Kong-based spokeswoman for Alibaba, declined to comment. Officials at the US studios either declined to comment or didn't respond to requests for comment.

Hollywood is also looking for ways to tap into the growth in China, now the second-largest theatrical market in the world, forging partnerships for individual films and sometimes larger deals. China's market for online video probably will reach 17.8 billion yuan (RM9.5b) this year and then double to 36.6 billion yuan in 2017, according to IResearch.

Government scrutiny

Studios that control films and TV shows sell distributors such as Alibaba the rights to show them online or on TV for a fee, often by territory. Users of Alibaba's set-top boxes can watch TV channels and high-definition movies, shop online and play games on the device.

In April, Alibaba led a US$1.22 billion investment in online video site Youku Tudou Inc.

Alibaba agreed in March to pay HK$6.24 billion (RM2.63b) for a 60 per cent stake in ChinaVision Media Group Ltd., according to data compiled by Bloomberg. Alibaba said in August it discovered accounting irregularities at the company, now called Alibaba Pictures Group.

China's set-top box industry is facing increased government scrutiny. Alibaba's Tmall MagicBox notified users in August that it would update its system and delete some applications in accordance with regulations from the State Administration of Press, Publication, Radio, Film and Television.

The deleted third-party applications included video apps from Sohu.com, Youku Tudou, IQiyi.com and others, the Beijing Morning Post reported in August. — Bloomberg

It was the second such deadly incident in three months, prompting Israeli Prime Minister Benjamin Netanyahu to immediately order an increase in police presence across the city.

The driver, identified as Abed Abdelrahman Shaludeh, a Palestinian from Silwan in east Jerusalem, died from his injuries early today, the Shaarei Tzedek hospital said.

The 21-year-old had been shot and wounded as he tried to flee the scene, police spokeswoman Luba Samri said.

During the early evening attack, the car was driven at top speed into pedestrians near the Ammunition Hill tram stop on the seamline between west and occupied east Jerusalem.

Seven people were hurt, including a three-month-old girl, Haya Zissel Braun, who later died, said Hadassah hospital. She was buried yesterday evening.

Samri described the incident as a "hit and run terror attack" — the second in the area in just under three months.

During the most recent incident in August, a Palestinian man rammed a bus with an excavator, killing one Israeli and injuring five. Police shot the driver dead.

'Missed us by centimetres'

Witnesses of yesterday's attack said the car ploughed into the crowd at great speed.

"We saw a car coming from the north at full speed," said Eli Dayan. "We realised something was going on. He missed us by a few centimetres."

Footage of the incident posted on YouTube showed a car driving at full speed off the main road and down the pavement where people were standing as two trams passed each other.

Another clip shot on a cellphone showed the driver lying on the ground in a T-shirt and ripped jeans as a man pointed a gun at him.

Aside from the baby, medics treated six other people — one in serious condition, one moderately hurt and four with light injuries, medics said, revising down an earlier toll of eight.

Driver from Silwan

Samri said Abed Abdelrahman Shaludeh was from Silwan, a densely populated Arab neighbourhood on a steep hillside just south of the Old City.

Family members said he had been recently released from an Israeli prison where he served 14 months for disturbing the peace.

Silwan has been wracked by unrest in recent years after Jewish hardliners took up residence in the area, triggering frequent clashes between stone-throwing residents and police.

It hit the headlines in recent weeks after settlers acquired another 35 apartments there, triggering a furious reaction from both the Palestinians and the international community.

In the neighbourhood, scores of police could be seen trying to enter the Shaludeh family home, as dozens of masked Palestinians hurled stones at them, police and residents said.

Four family members who went to visit Shaludeh in Shaarei Tzedek hospital were arrested, a relative told AFP.

Clashes also erupted in Issawiya, Al-Tur and Shuafat refugee camp, all of them flashpoint districts in Arab east Jerusalem, which was occupied and annexed by Israel during the 1967 Six-Day War in a move never recognised by the international community.

Hamas family ties

Family members confirmed Shaludeh was a nephew of senior Hamas bomb-maker Muhi al-Din Sharif who was killed in the West Bank city of Ramallah in mysterious circumstances in 1998.

Israeli officials also identified him as a member of the radical Islamist Hamas movement.

Netanyahu lashed out at Palestinian president Mahmud Abbas, whose Fatah movement signed a reconciliation agreement with Hamas this year, leading to the establishment of a jointly-agreed government of national consensus.

"This is how Abu Mazen's partners in government act, the same Abu Mazen who — only a few days ago — incited toward a terrorist attack in Jerusalem," Netanyahu said, using the Palestinian leader's nickname.

He was referring to comments in which Abbas had pledged to prevent religious Jews from visiting Jerusalem's Al-Aqsa mosque compound "by all means" following a series of clashes at the site, which is holy to both Muslims and Jews. — AFP

Canadian govt says suspected gunman identified, high-risk traveller

US television network CBS first revealed the identity of the suspect, citing US officials.

The assailant was shot dead by police in Ottawa after he apparently opened fire on a soldier, named as Corporal Nathan Cirillo, at Canada's national war memorial and then attacked parliament.

Canadian officials then confirmed Zehaf-Bibeau's identity to local media, saying he had recently had his passport confiscated.

A Canadian man who struck two soldiers with his car in a Montreal suburb on Monday — one of them fatally — had had his passport taken away in July, investigators have said.

Canadian network CTV reported that Zehaf-Bibeau was sentenced to two years in prison for robbery and weapons possession in 2003. He was also investigated for possible drugs possession. — AFP
