"Dia mufti tetapi orang Islam masih hentam dia. Apatah lagi orang macam saya?" soal aktivis isu Orang Asli ini.

Siti mendapat perhatian selepas menunjukkan jari tengah kepada hadirin yang mengganggu soalannya dalam forum isu memperkasa mahkamah syariah awal bulan ini.

"The rumours are true. This year the SUPER BOWL goes GAGA!" the musician said on Twitter. The NFL retweeted the message, adding "Can't wait. Let's do this!"

Super Bowl LI is slated to be held in Houston, Texas on February 5. The NFL said this would be the second appearance for Lady Gaga on the Super Bowl stage, opening last February's game with a performance of the national anthem.

The Super Bowl is the most-watched event on US television drawing more than 100 million viewers and the most expensive TV program for advertisers, who pay millions to secure 30-second commercial spots.

Last year's half time show featured Beyonce, Coldplay and Bruno Mars who performed a mélange of some of the artists' greatest hits. Other past performers included Michael Jackson, Madonna and The Black Eyed Peas.

Lady Gaga, known for frequent creative self-reinventions, is a six-time Grammy Award winner and has also won a Golden Globe and was nominated for an Academy Award. — Reuters

The Xi Jinping boost: From British beer to Russian ice cream

When President Xi Jinping consumes them, sales in China soar.

The latest indicator of the Xi factor: A surge in purchases of Russian ice creams after President Vladamir Putin brought some as a gift for Xi at the G-20 summit in Hangzhou earlier this month. Sales jumped after the news, the Chengdu Economic Daily reported Tuesday.

"Chinese tend to follow the trend, to jump on the bandwagon," said Beijinger Wu Ge, 63. "Throughout history Chinese people have looked up to their great leaders, and that's how it is with Xi, especially among young people."

Wu stood yesterday outside the Qing Feng Steamed Dumpling Shop near Beijing's Financial Street, a restaurant that was an early indicator for how Xi could boost sales not long after he took office.

More than three years after Xi's surprise visit to the restaurant chain to eat a set meal of dumplings, vegetables and stir fried pig liver and intestines — now known as "The Chairman's Set" — business there is still booming.

A queue of more than 30 people backed up at the counter yesterday while outside a group of 27 from Shenzhen-based fresh fruit supplier Shenzhen Lohas World Co posed for a photograph after a meeting nearby.

Wang Qing, 58, visiting with her husband from Yantai in Shandong province on the east coast, sat with him at Xi's table, eating the chairman's set meal.

"My husband has been here several times before and I've always wanted to come," she said. "I told my husband that when I visit Beijing with him I must come here."

After Xi visited a British pub with former Prime Minister David Cameron last year, sales of British beer surged in Beijing, the official Xinhua News Agency reported in October. A Beijing-based importer of Britain's Greene King IPA beer saw the company planning to increase imports from 6,000 bottles a month to 80,000, the report said.

Xi's also impacting outbound tourism. Following his visit to New Zealand in November 2014 and the airing of a popular reality TV show in China featured New Zealand that year, Chinese visitor numbers leaped more than 34 per cent in 2015 to almost 356,000.

"Both events resulted in a significant spike in online searches for keywords such as 'New Zealand,' 'New Zealand tourism' and 'New Zealand visa' as eager Chinese citizens rushed online to learn more," Zhu Shing, an analyst at Auckland-based Milford Asset Management, said in a January report. — Bloomberg

France fines top model agencies for price fixing

Elite, IMG and Next — who have some of the biggest catwalk stars including Gigi Hadid, Kate Moss and Karlie Kloss on their books — actively "distorted the basis for commercial negotiations and created obstacles to competition to the detriment of their clients", the French competition watchdog said.

The swingeing fines, coming in the middle of Paris fashion week, hit almost every agency involved in the French market.

Almost 40 agencies in total were fined, with the heaviest sanction of €600,000 falling on the Marilyn Agency which represents Claudia Schiffer.

Authorities also accused the modelling agencies' French union, the Synam, of drawing up and effectively enforcing its pricing guides for photo shoots, media campaigns and fashion shows "with little or no room for negotiation".

It also fined the organisation €50,000.

The watchdog said that for a decade until 2010 Syam "was ambiguous as to the 'official' nature of these pricing schedules, which not only covered minimum salary, but also established the total price that clients were invoiced for modelling services.

"Prices not only included the model's remuneration, but also the agency's margin," its statement added.

Agreed prices

It also accused the agencies of holding meetings where they would discuss "the drawing up, distribution and application of the union pricing schedules".

They also agreed on a ban on making public their own pricing schedules, it said.

The deal helped support price fixing, the watchdog added, "as demonstrated by statements made by several of the agencies: 'We charge the rates that everyone charges, namely the rates distributed by the Synam.'"

At the end of the period the watchdog investigated, the worldwide turnover of the agencies involved was some €150 millions, the almost 100-page report concluded.

According to its findings, in 2015 the minimum rate to hire models for fashion shows and publicity campaigns was €91.80 for a rookie and €176.90 for a more experienced model.

The model had to be paid at least 64 per cent of the price paid to the agency by the client, it said.

Neither SYNAM nor several of the agencies mentioned in the report were willing to comment when contacted by AFP. — AFP

The film, which also has Hamilton star Leslie Odom Jr attached, follows the original novel plot and centres on a special detective — Hercule Poirot (Branagh) — who boards a train from Jerusalem to Europe, where a murder is committed in the car next to his during a snowstorm, and he begins to investigate the mystery.

The movie, which is also to be helmed and produced by Branagh, in addition to Ridley Scott, Simon Kinberg, Mark Gordon, Aditya Sood and Michael Schaefer, also has James Prichard, the author's great grandson and chairman of Agatha Christie Ltd, and Hilary Strong, CEO at Agatha Christie Ltd, attached to executive produce, with a slated release date of November 22, 2017.

Spieth predicts victory while McIlroy eyes key Ryder Cup win

The 41st biennial US-Europe team golf showdown begins today at Hazeltine with four morning alternate shot foursomes matches, with Spieth and Reed out first for the Americans.

"We believe in ourselves and we will go out there and get our job done and put a point on the board for the United States," Spieth said. "So we have got a huge match ahead of us."

Olympic champion Rose of England and British Open champion Stenson of Sweden went 3-0 in 2014 to spark Europe's third victory in a row, sixth in seven tries and eighth in the past 10 Cups.

"We've got a great pairing and they put a lot of faith in Jordan and Patrick," Rose said. "They are incredibly tenacious competitors. It's going to be one of our strongest pairings versus one of theirs."

Rose has the first tension-packed shot off the first tee.

"It's a moment to try and enjoy the best you can," Rose said. "It's clearly nerve-wracking and it's not a moment you can really prepare for."

Reed and Spieth went unbeaten together in 2014 Cup debuts and sparked each other.

"I'm pumped. It's just so exciting," Reed said. "I have so much adrenaline going through myself right now I just can't wait to get started."

McIlroy, coming off a Tour Championship victory and US PGA playoff crown, joins handpicked partner Andy Sullivan, a Cup newcomer from England, against US favourites Phil Mickelson and Rickie Fowler.

"You've got the two most popular Americans out there. Tough match," McIlroy said. "It's an important match. That match is worth nearly more than one point for Europe, because if we can beat their two most popular players, that's an early blow for them.

"If we play the way we've been playing, stick to our game plan and execute the way we know we can, that will be huge."

Sullivan doesn't lack for confidence, saying, "When you've got someone like Rory McIlroy standing next to you, you feel like $1 million."

Fowler says his and Mickelson's games mesh, despite only one Cup match together.

"We bring out a really good energy in each other," Fowler said. "We tend to bring out each other's best more times than not. That's what you want, especially in alternate shot."

Other matches send Americans Zach Johnson and Jimmy Walker against Spain's Sergio Garcia and Germany's Martin Kaymer while Americans Dustin Johnson and Matt Kuchar meet England's Lee Westwood, making his 10th Cup start, and Belgian Thomas Pieters, making his first.

It evoked a 2012 four-ball pairing where Westwood and Belgian Nicolas Colsaerts beat Tiger Woods and Steve Stricker 1 up.

"I like playing with these Belgians that shoot 10-under," Westwood said. "No pressure."

Willett sidelined at start

Among those sitting out the first session is Masters champion Danny Willett, the Cup newcomer from England whose brother wrote an internet article insulting US fans.

"Danny is fine," Europe captain Darren Clarke said. "I have no worries about Danny whatsoever, mentally or otherwise. The incident that happened has created a bit of a furor, but Danny is a great golfer and he's ready to play."

Clarke even tipped two bits of information on his pairings — that Willett will play in Friday afternoon four-ball and all six of his newcomers, four of whom are idle for the first session, will play before Sunday's 12 concluding singles matches.

"Whatever order that is going to take, we shall see. The scoring and how the match is going will dictate what way we think," said Clarke. ""The guys are all disappointed they are not playing but there's a reason behind it. I have a plan that I'm going to try and execute this week." — AFP

Simeone's men also beat Bayern at home in April on their way to a second Champions League final in three years.

And the Argentine lauded Atletico's tactical discipline as they secured an incredible 15th clean sheet and 14th win in 18 home Champions League games under Simeone.

"I feel so proud to be the coach of this team," said Simeone.

"I liked everything today. We pressed high, took advantage of spaces on the counter-attack and played with intensity for 90 minutes which is very difficult to do against one of the best teams in the world.

"Tactically, the team interpreted the game fantastically.

"It was one of the best performances in my time at Atletico Madrid."

Carrasco fired home the winner 10 minutes before half-time after Jan Oblak had denied Thomas Muller with a stunning save early on with Bayern's best effort.

Atletico could even afford to see top scorer Antoine Griezmann smash a penalty off the crossbar seven minutes from time.

Griezmann has now missed four of six penalties he has taken for Atletico, including crucially in defeat to Real Madrid in the Champions League final.

However, Simeone insisted the Frenchman will remain on spot-kick duty.

"He missed a penalty like (Diego) Maradona, (Lionel) Messi, (Michel) Platini, Zico, all the best players in the world," added Simeone.

"He will keep taking them. He has incredible personality.

"He did 1000 things tonight that keep putting him amongst the best forwards in the world."

Griezmann replied with glowing words for Simeone's importance in his progression since joining from Real Sociedad just over two years ago.

"He has been very important for me because he has made me progress. I know I still have a lot to learn from him and I hope to continue like that," said the Frenchman

"It is still frustrating to miss the penalty, but it won't be the last time I miss a chance."

Defeat was Bayern's first since Carlo Ancelotti replaced Pep Guardiola in charge after a perfect eight wins from eight before the former Real coach returned to Madrid.

However, it was a familiar story for Bayern, as having been knocked out by Spanish sides for the past three seasons in the Champions League, they failed to score on Spanish soil for the fourth consecutive trip.

"Atletico showed a killer instinct tonight, and we did not," said goalkeeper Manuel Neuer.

"We will have another chance to beat them in Munich."

Top spot in Group D is likely to come down to that meeting between the sides on December 6 as both won their opening games against FC Rostov and PSV Eindhoven.

And Arjen Robben insists Bayern must find away to counteract the "unpleasant" tactics used by Atletico.

"That is a big game for the group phase. Last season it was a semi-final and you could see why," said the Dutch winger.

"They have a very unpleasant team to play against.

"We started really well. The first 15, 20 minutes were really good. We were aggressive and had chances, which you have to use in a game like that.

"We have to learn from this and keep going." — AFP

Christian Louboutin welcomes new shades to lipstick range

The designer, who has achieved global fame with his luxury shoe brand, has named the new electrically bright shades — 'Miss Loubi', 'Altressa' and 'So Tango' — after some of his more whimsical and festive handbag and footwear designs.

'Miss Loubi' is a bright coral with a subtle pink undertone, while 'Altressa' comprises a luminous red with a hint of orange. 'So Tango' is a slightly softer, sultry orchid pink.
The new shades have been designed to encapsulate Louboutin's vision of holiday beauty with their opulent packaging and cheerful hues.

The lipstick formulas are highly pigmented and infused with luminosity for a vibrant colour, but the super matte texture provides a shine-free, non-drying finish that the brand claims lasts for hours.

Louboutin, known for his blood red stilettoes, first broke into the beauty industry in 2014 with a nail polish collection, but cemented his influence on the market last September when he released his first lipstick line. He has continued to focus on lip colours ever since, and the beauty brand now carries Velvet Matte, Sheer Voile, and Silky Satin finishes, as well as a range of 'Loubilaque' glosses.

The new Velvet Matte colours will be available from November in selected stores and on christianlouboutin.com, priced at €85, or US$90 (approximately RM380). — AFP-Relaxnews

Someone just bought a Batsuit for US$250,000

A private collector bought a batsuit worn by Christian Bale in ‘The Dark Knight’ and ‘The Dark Knight Rises’ for £192,000, but Bane’s costume sold for £96,000. — Screengrab from YouTubeA private collector bought a batsuit worn by Christian Bale in 'The Dark Knight' and 'The Dark Knight Rises' for £192,000, but Bane's costume sold for £96,000. — Screengrab from YouTubeLOS ANGELES, Sept 29 — Someone just bought what could be this year's most expensive Halloween costume.

A private collector bought a batsuit worn by Christian Bale in The Dark Knight and The Dark Knight Rises for £192,000 (RM1 million). Another bidder snagged the batpod — the heavily armed motorcycle used by Batman as he battled the Joker and Bane in two Dark Knight movies — for £312,000. And since crime doesn't pay, Bane's costume sold for £96,000.

The costume was up for sale as part of an auction organised by The Prop Store, a UK memorabilia company. The offering of more than 500 costumes, props and other pieces of movie history brought in more than £1.5 million, auctioneers said.

"We managed to get some world-record prices there, which is very exciting for us," said Stephen Lane, chief executive officer of the Prop Store. "The activity across the board was pretty unprecedented."

A TIE fighter helmet from Star Wars: Episode IV — A New Hope (the original 1977 film) gavelled in at £210,000, which the store says is a world record. A stunt mask worn by the Sloth character in The Goonies sold for £36,000. These prices include a 20 per cent buyer's premium (the auctioneer's cut) but don't include shipping.

In the end, about a dozen people were bidding for the batpod online, over the phone and in person. Bidding opened online earlier in the month, but bids had only gotten up to £35,000 by the morning of the auction, Lane said. It jumped to £180,000 online before the live auction opened and finished up at £260,000, before the buyer's premium took it to £312,000.

But it's probably a safe bet that an imposing caped crusader won't be ringing the doorbell to trick-or-treat anytime soon. "These don't get worn by anybody," Lane said. "They really end up in glass display cases."

About 400 bidders from 27 countries actively participated in the auction, which drew interest from investment firms in New York and Hong Kong, archivists working for corporate and private collectors, and museums, company officials said. The pieces up for grabs ranged from full costumes to ID badges, and included annotated scripts, directors' chairs, prop swords and guns.

A clapperboard — that iconic, black-and-white sign used by filmmakers to sync up audio and visuals — from Jaws went for £84,000, while one from Star Wars: Episode V — The Empire Strikes Back sold for £33,000.

One bidder made sure to snag FBI ID and badges for both Agents Mulder (£7,800) and Scully (£7,200).

Not everything from the 500-plus lot sold. A couple of hulking costumes from Alien vs Predator (2004) that had been estimated to be worth between £20,000 and £60,000 went unclaimed. They're still available, Lane said. — Bloomberg

Najib: Malaysia to fight ‘no palm oil’ label issue in Europe

"We are going to go all out in engaging with various countries (the European Union)," he told Malaysian media at the end of his three-day official visit here.

Najib, who is also Finance Minister, said Malaysia would also work with Indonesia to engage with European Union member countries to address the no palm oil label issue.

He said Malaysia cannot allow the countries to damage the prospect of Malaysia's golden crop in the region and hence the Minister of Plantation Industries and Commodities and the Malaysian Palm Oil Council will work on this.

According to several reports, there are about 1,500 products with no palm oil label in France, Belgium and Italy.

Such labelling can be categorised as a non-trade barrier and a move to deny market access for palm oil.

The Prime Minister had also discussed the same issue with German Chancellor Angela Merkel in his bilateral meeting on Tuesday.

He had explained to her that Malaysia subscribes to sustainable development of the palm oil industry and there is no "slash and burn" policy.

He also invited German lawmakers to see it for themselves.

Najib said Merkel had assured Malaysia that Germany has no plans to impose any tax on palm oil.

"They (Germany) will also not support any practice of no palm oil label in Germany," said the Prime Minister. ― Bernama

Barack Obama to attend Shimon Peres funeral (VIDEO)

WASHINGTON, Sept 29 — US President Barack Obama will join other world leaders in attending the funeral of Israeli ex-president and Nobel Peace Prize winner Shimon Peres in Jerusalem, the White House said yesterday.

The president "will lead the US delegation to Jerusalem to participate in the funeral", the White House said.

He is to depart for Israel today and return after the ceremony tomorrow.

Obama led tributes to the elder statesman as a friend who refused to give up on the dream of peace.

Peres' commitment to Israel's security and pursuit of peace was "rooted in his own unshakeable moral foundation and unflagging optimism" the US leader said in a statement.

Obama is to join world leaders including former US president Bill Clinton, French President Francois Hollande and German President Joachim Gauck and Britain's Prince Charles in attending Peres funeral tomorrow at Jerusalem's Mount Herzl, where many Israeli dignitaries are buried.

Snowden again fails to win no-extradition pledge from Norway

OSLO, Sept 29 — A Norwegian court yesterday dismissed a fresh bid by fugitive whistleblower Edward Snowden to win assurances he would not be extradited to the US should he come to Norway to collect an award.

The Oslo appeals court said it was not competent to offer such a preemptive guarantee since Snowden had not set foot in Norway and Washington had not submitted a formal request for his extradition.

The former National Security Agency (NSA) contractor, who lives in exile in Russia, faces US charges of espionage and theft of state secrets that could land him up to 30 years in jail.

The charges followed his 2013 release to the media of the extent of the NSA's surveillance programmes.

The appeals court upheld the June ruling of a lower court to which Snowden had taken his challenge against the Norwegian justice ministry's position that no guarantees on extradition could be given before a request had been formally received.

The Norwegian branch of the PEN Club has invited Snowden to Oslo on November 18 to collect the Ossietzky prize, which celebrates "outstanding efforts for freedom of expression".

Reacting to the ruling, Snowden tweeted his dismay.

'The government of Norway is fighting to prevent presentation of a freedom of speech award. Talk about winning a battle instead of the war," he wrote.

Norway's branch of the PEN Club said it would appeal the case at the Supreme Court.

Norway was one of the countries where Snowden had sought asylum when he fled the US in 2013, but Oslo's response was that asylum seekers had to be physically present in the country to apply.

Considered a whistleblower by some and a traitor by others, Snowden won a similar Norwegian award in 2015, but was unable to collect it in person for the same reason.

Snowden has also been nominated for the Nobel Peace Prize, also awarded in Norway, for a third straight year.

This year's award will be announced on October 7. — AFP

Rye, corn, bourbon, Scotch: Welcome to the world of whiskey

Rye, corn, bourbon, Scotch: Welcome to the world of whiskey

Posted: 25 Sep 2016 06:40 PM PDT

‘The Beast Old Fashioned’ is a cocktail developed by The Beast Smoke House in Pais, France, using rye whiskey. — AFP pic'The Beast Old Fashioned' is a cocktail developed by The Beast Smoke House in Pais, France, using rye whiskey. — AFP picNEW YORK, Sept 26 — While cocktails are still a major trend in the drinks market, whisky is also having a moment thanks to the revival of traditional production methods and artisanal liquors. Bourbon and Scotch are losing ground to rye and corn whiskies. But what's the difference between all these different varieties?

What is rye whiskey?

The clue's in the name. This type of whiskey is made widely in the USA and must be distilled from at least 51 per cent rye. It stands out for its spicier and fruitier flavors than bourbon. Mid-19th-century American cocktails, such as the Old Fashioned and Whiskey Sours, were originally made with this kind of whiskey. In the US, sales of rye have jumped 6,000 per cent in five years, according to American authorities, confirming the comeback of this traditional tipple. The Beast Smoke House in Paris suggests its "The Beast Old Fashioned" cocktail with 4cl of Sazerac Rye, 2cl of Sweet Vermouth, a dash of Angostura bitters and a dash of Bitter End BBQ Bitters.

What is corn whiskey?

With fewer corn whiskeys on the market, novice tasters will have less trouble choosing this kind of liquor. As the name suggests, this whiskey is distilled from at least 80 per cent corn. It offers more rustic flavors than rye or bourbon. After falling out of fashion and out of general consumption, a corn whiskey revival is currently underway, driven by renewed taste for cocktails based on traditional whiskeys. The trend is sure to bring success to producers since only three brands currently make this kind of liquor, in Kentucky and Missouri, USA.

What is bourbon?

Whiskey is liquor produced by the fermentation and distillation of grains. Bourbon must be distilled from at least 51 per cent corn, topped up with malted barley, wheat and rye. If distilleries opt for wheat, then the bourbon is said to be "wheated." The drink is then aged in oak barrels. Bourbons are often produced in Kentucky, where they originated. Bourbon is the traditional rival for Scotch in the world of whiskey.

What is Scotch?

First of all, Scotch isn't a whiskey but a "whisky" without the "e," which takes its name from its place of origin, Scotland. Note that only whiskey from the USA and Ireland uses the "ey" spelling, drinks with other origins are labelled "whisky." Scotch is primarily made from water and malted grain, traditionally barley, at a distillery in Scotland. The fermented mash can include other whole grains. Scotch has to age for at least three years in oak barrels and must have a minimum alcoholic strength by volume of 40 per cent (80 US proof). — AFP-Relaxnews

BHP faces rating risk as easing gloom helps rivals’ outlooks

With stronger free cash flow projected on improved prices, BHP expects its net debt to fall in the current fiscal year, Chief Financial Officer Peter Beaven said last month. — Reuters picWith stronger free cash flow projected on improved prices, BHP expects its net debt to fall in the current fiscal year, Chief Financial Officer Peter Beaven said last month. — Reuters picMELBOURNE, Sept 26 — BHP Billiton Ltd faces a battle to hold on to its credit score even as lower-rated mining rivals including Rio Tinto Group have seen their debt outlooks boosted amid the rebound in resource prices.

Credit metrics for the world's biggest miner will be below limits for existing ratings in the current fiscal year, according to both S&P Global Ratings and Moody's Investors Service, which grade BHP at their sixth- and seventh-highest rankings, respectively. That will focus attention on its efforts to balance debt reduction against potential acquisitions and returns to shareholders. Analysts will also be attuned to further fallout from the failed Samarco dam in Brazil.

Large mining peers including Rio, Fortescue Metals Group Ltd and Vale SA have had ratings upgraded or the outlook on their scores boosted as commodities including iron ore have rallied in 2016. They've also gained from efforts to lower costs and bolster balance sheets. Improved prices won't boost BHP profits enough to buoy its rating outlook, while the producer's oil division will make only a limited contribution this year, according to S&P.

"There has been good progress," S&P analyst Elad Jelasko said in an e-mailed response to questions. "But still not sufficient to stabilise the outlook."

Below threshold

Metrics for the company, presently rated A with a negative outlook by S&P, will remain "slightly below" the threshold for its current score in 2017, Jelasko said. Volatile metals and oil prices, uncertainties over BHP's financial policy and liabilities tied Samarco are key to the credit assessor's outlook, he said.

"Our balance sheet strength has been maintained with both cash flow and gearing metrics within our target ranges, liquidity of US$16 billion (RM66 billion) and a long-dated debt maturity profile," BHP said in an e-mailed statement. The producer seeks to ensure its strategy supports a solid 'A' credit rating, it said in an annual report published Wednesday.

BHP booked post-tax charges of US$2.2 billion related to financial impacts from the Samarco failure in full-year results for the 12 months to June 30, it said last month. Ongoing legal proceedings, including about 23,000 small claims, mean BHP can't yet reliably estimate the likely extent of its liabilities, the producer said last week.

Moody's, which has the company at A3 with a negative outlook, also expects BHP's metrics to fall below its rating parameters, although they're likely to move in line with its tolerance levels in the fiscal year beginning next July, Sydney-based analyst Matthew Moore said by phone. To move to a stable outlook, BHP would need to carry out further debt reduction beyond current expectations, he said.

Net debt

With stronger free cash flow projected on improved prices, BHP expects its net debt to fall in the current fiscal year, Chief Financial Officer Peter Beaven said last month. BHP's net debt rose 7 per cent to US$26.1 billion in the fiscal year ended in June compared to the previous 12 months, according to filings.

"BHP is more diversified, so they have exposure across multiple sectors of the market, whereas Rio is more of an iron ore based business," said Gavin Goodhand, a debt investor who helps oversee the equivalent of about US$520 million at Altius Asset Management. Weaker oil prices and uncertainty over the Samarco incident are continuing to weigh on BHP, he said.

Rating tolerances

The money manager said that while investors do become a bit concerned when rating thresholds are breached "you can't look at the triggers as a hard and fast reason to see something downgraded or upgraded. There will be tolerances." He saw BHP's bid to protect its credit score as offering some reassurance and said he remains "comfortable" with the miner.

Fitch Ratings, which didn't immediately respond to a request for comment, has a negative view on the credit as well, although its ranking is the equivalent of one step above S&P's.

A Bloomberg default risk model that assesses metrics including the share price, debt, interest expenses and cash flow indicates BHP miner should currently be rated at the second-lowest investment grade, two steps below its current Moody's score.

So far, the market doesn't appear to be showing a tremendous amount of concern, with the cost of protecting its notes against non-payment tumbling as global credit has rallied. Credit default swaps on BHP have fallen 65 basis points this year to 117 basis points as of Friday, although that's less than the 75 basis-point slide for equivalent Rio Tinto contracts.

BHP shares were at A$21.56 (RM67.83) as of 11am in Sydney, having risen 21 per cent this year.

Stronger than expected iron ore prices and a recent surge in coal are factors that have boosted expectations on BHP's profits for the year to June 30, Macquarie Group Ltd equity analysts wrote in a September 20 report, lifting its rating on the producer to outperform from neutral. "The improved coal price outlook has translated to significant upgrades to our forecasts for BHP," the analysts said.

BHP, the No. 3 iron ore shipper, is the largest exporter of metallurgical coal, which has more than doubled in price since the start of last month. Coal prices are likely to hold at least some of the gains, Morgans Financial Ltd analysts said in a September 21 note. — Bloomberg

Questions that Clinton and Trump should be asked — Albert R. Hunt

Questions that Clinton and Trump should be asked — Albert R. Hunt

SEPTEMBER 26 — The US is still fighting a war in Afghanistan and has troops in Iraq, the Iranian nuclear deal remains controversial, the Islamic State is weakened but continues to be threatening, North Korea is launching missiles, Russia flaunts international norms and China has expansionary designs.

QuickTake Debate Q&A

It's a dangerous world. Yet in the US presidential election the foreign policy debate chiefly involves insults and cliches. None of these issues will disappear by Inauguration Day; the press and public should pressure Donald Trump and Hillary Clinton to better define their views over the next six weeks.

Based on suggestions from six top national security experts, Republicans and Democrats, here are some questions that should be answered.

Let's start with Clinton. She is more of a foreign policy hawk than President Barack Obama. She voted for the Iraq War in 2003, spearheaded the 2011 Libyan intervention and unsuccessfully tried to get the US more involved in the Syrian civil war.

Question: Libya is now a dysfunctional terrorist haven; Obama says the worst mistake of his presidency was failing to prepare for what happened after toppling Muammar Gaddafi. Do you disagree with the president, were you mistaken, and what have you learned?

Question: How likely is it that all the parties in the Syrian crisis — the US, Russia, Saudi Arabia, Iran and Turkey --could cut a delicate deal: Bashar al-Assad remains in power for a while, then a transition government prepares for elections? If not, what other path is there for resolution?

As secretary of state, Clinton said the Trans-Pacific Partnership was the "gold standard" for trade deals and would bolster US security and economic interests in Asia. As a presidential candidate, facing the anti-free trade Bernie Sanders, she flipped.

Question: Most of America's important allies in Asia say the TPP is crucial to counter Chinese political and economic hegemony in the region. Why are they wrong?

For Trump:

The North Atlantic Treaty Organization is the alliance between the US and 27 countries, including the three Baltic states: Lithuania, Latvia and Estonia. Article 5 of its charter explicitly states that an attack on one member should be considered an attack on all.

Question: You have praised President Vladimir Putin, vowing to fashion better relations with Russia. But if, as he did in Crimea and eastern Ukraine, Putin intervened militarily in one of the Baltic states, would you favour invoking NATO's Article 5 and sending forces to counter Russia?

Question: Explain your concept of nuclear deterrence and how your willingness to have Japan, South Korea and Saudi Arabia acquire nuclear weapons enhance global security?

In the 1968 election, candidate Richard Nixon claimed to have a "secret plan" to end the Vietnam War. He won the election and the war lasted six more years, with more than 21,000 Americans killed.

Question: Secret plans usually are secret because they aren't real. You have claimed to have a "fool-proof " plan to defeat the Islamic State. Unless you specifically lay out a plan, that promise is as empty as Nixon's secret plan for Vietnam plan. How would you eliminate the Islamic State and how quickly?

Question to both candidates: Since Jimmy Carter's Camp David summit, five different presidents have failed to make much progress on the Israeli-Palestinian conflict. What would you do differently, or should the US stay out?

Question to both candidates: Top national security advisers are central to a president's conduct of policy: Nixon had Henry Kissinger, Jimmy Carter had Zbigniew Brzezinski and George H.W. Bush had Brent Scowcroft. Could you name a few of your most important foreign policy advisers?

The stilted format makes it unlikely that a whole lot of information will be forthcoming at Monday night's much hyped debate. But these questions should be pursued vigorously over the next 43 days. — Bloomberg View

Motive sought in fatal shooting at Washington state mall after arrest

Police took Turkish-born Arcan Cetin into custody on Saturday evening in Oak Harbor, about 48 km southwest of Burlington where the shooting occurred on Friday night.

Cetin's demeanor when apprehended was "zombie like," police said at a news conference. He was unarmed and did not run from officers, they said.

A motive for the rampage remains unclear and Cetin, who is due to appear in court today, has not been charged.

The FBI said while they had no indication the attack was a "terrorism act," it could not rule out that possibility.

Cetin, who police said is a legal, permanent resident of the United States, is accused of opening fire in the cosmetics section of a Macy's department store at Cascade Mall, killing four women and a man.

Surveillance video showed the suspect entering the mall without a rifle but he was later spotted on video in the store brandishing a weapon, police said. The rifle was recovered at the mall.

The attack followed a series of violent outbursts at shopping centres across the United States, including the stabbing of nine people at a Minnesota centre last weekend.

It comes at a time of heightened tensions in the United States after a succession of seemingly random attacks in public places, ranging from a gay night club in Orlando, Florida, to a Planned Parenthood clinic in Colorado.

Investigators planned to search Cetin's Oak Harbor residence, vehicle and interview witnesses yesteray to collect evidence and "build as good as a case as you can," said Sergeant Mark Francis, a spokesman for the Washington State Police.

Police have reports that Cetin's ex-girlfriend worked at the Macy's, Francis said. The possible connection was under investigation.

Cetin has a criminal record that includes three domestic violence charges in which his stepfather was the victim, the Seattle Times reported, citing court records.

He also was arrested for drunken driving and barred by a judge in December from possessing a firearm, the newspaper reported without providing details. Reuters was unable to confirm the reports.

Police did not identify the victims but local media said they ranged in age from mid-teens to mid-90s, and included a mother and her daughter. The Skagit County Coroner's Office said it planned to release information about shooting victims today. — Reuters

Wagers for the dollar to gain against seven major peers jumped by a third to a net 150,620 positions in the week to September 20 compared with the previous period, according to the latest data available from the Washington-based Commodity Futures Trading Commission.

A gauge of the greenback sank by the most in two weeks the following day, as the Federal Open Market Committee opted to give the economy more room to run and stood pat for the sixth time this year.

Futures indicated just 22 per cent odds of action at last week's meeting ahead of the announcement, and currently signal a 55 per cent chance of higher rates by year-end.

"We are modestly bearish on dollar near-term in the wake of the FOMC's latest procrastination," said Sean Callow, a senior currency strategist at Westpac Banking Corp. in Sydney.

"Three months is a long time to wait for a rate hike that might not come, and we expect US data to generally keep surprising to the downside."

The Bloomberg Dollar Spot Index slipped 0.1 per cent as of 9.44am in Tokyo from Friday, when it completed a 0.6 per cent weekly decline, its biggest in more than a month.

The greenback dropped 0.2 per cent to ¥100.79, and was 0.1 per cent weaker at US$1.1238 (RM4.64) per euro. — Bloomberg
