A 17 base pair DNA model is next to Obama. — ReutWASHINGTON, Jan 31 — President Barack Obama yesterday unveiled plans to plow US$215 million  (RM781.202 million) into "precision medicine" research, a field he said provided "boundless" promise for the treatment of diseases like cancer and diabetes.

The field — which aims to tailor treatment to individual patients — "gives us one of the greatest opportunities for new medical breakthrough that we have ever seen," Obama said.

The funding would be used in part to collect gene, biochemical, lifestyle and other data from one million volunteers.

Scientists believe that vast bank of information could then lead to better classification of diseases—based on molecular causes rather than symptoms—as well as tailored treatment that replaces a "one size fits all" approach.

The bulk of the money, US$200 million, would go to the National Institutes of Health and its affiliate the National Cancer Institute.

The proposal is part of Obama's 2016 budget plan, which would first have to be approved by a hostile Republican-controlled Congress.

"The time is right to unleash a new wave of advancements in this area," said Obama setting out his proposals next to a giant model of DNA.

Obama said the move would "lay the foundation for a new generation of lifesaving discoveries."

"There is no telling how many lives we could change," he said.

During his recent State of the Union address, Obama said he wanted "the country that eliminated polio and mapped the human genome to lead a new era of medicine". — Reuters

Rometty will get an incentive payout of US$3.6 million (RM13.07m), according to a company filing released yesterday. This year, she will receive her first salary increase — 6.7 per cent to US$1.6 million — since taking the helm in 2012. Last year, the International Business Machines Corp executive team opted not to take the bonuses tied to 2013 performance "in view of the company's overall full-year results," she said at the time.

Since then, the state of the company hasn't improved much. IBM posted 11 straight quarters of falling revenue, dragged down by weakening demand for hardware and services. New initiatives like cloud computing and business analytics haven't grown fast enough to make up for sales declines and divested businesses.

Ed Barbini, a spokesman for Armonk, New York-based IBM, declined to comment about Rometty's pay.

Rometty has tried to reposition IBM for growth through new initiatives like business analytics, which was a US$17 billion division last year, and cloud computing, which has an annual run rate of US$3.5 billion in revenue for software and services delivered via the Web. Simultaneously, she's divested lower-margin operations, fired some workers and hired new employees in expanding businesses.

Forecast change

In October, Rometty ditched a long-held profit goal instated by her predecessor Sam Palmisano, tossing the $18 a share in adjusted earnings guidance for 2014. That drove down the stock, making it the worst performer in the Dow Jones Industrial Average for a second straight year.

The company posted operating earnings-per-share of US$16.53 in 2014, a decline of one per cent from a year earlier, dragged down by fourth-quarter sales that fell in every reported business unit and geography.

IBM's annual incentive bonuses for the past two years are largely based on performance compared with financial metrics: operating net income weighs in at 60 per cent, while revenue growth and free cash flow account for 20 per cent each, according to IBM's proxy statement.

In 2014, operating income from continuing operations fell 9 percent to US$16.7 billion while revenue dropped six per cent, or one per cent adjusted for currency fluctuations. The company posted free cash flow of US$12 billion after cutting its initial guidance of US$16 billion in October. — Bloomberg

Chelsea forward Costa's suspension means he will miss the Premier League leaders' top-of-the-table clash with City at Stamford Bridge on Saturday.

The Spain international was suspended after being found guilty of a Football Association charge of violent conduct for stamping on Liverpool's Emre Can during Tuesday's League Cup semi-final second leg at Stamford Bridge, which Chelsea won 1-0 to complete a 2-1 aggregate victory.

Pellegrini, asked for his views on Costa's ban during a news conference in Manchester on Friday, said: "He is a great player, a very important player.

"He has his character, it is not an easy character, but I hope for him that (with) this punishment -- and I am not trying to take advantage for the game tomorrow -- it will be a good thing for him to change in the future because he doesn't need to do it in that way because he is a very good player, a top player."

However, former Manchester United and England right-back Gary Neville said the decision to ban Costa for three games was "nonsense".

Neville, in a column for Britain's Daily Telegraph newspaper published online later Friday, said: "If I had to describe the Costa incident as a disciplinary incident the phrase I would use is 'a bit naughty'," the former United and England right-back wrote.

"The idea that Costa's behaviour was violent is nonsense," Neville, now a member of England manager Roy Hodgson's coaching staff, as well as a pundit, said.

"I don't believe it was highly dangerous, or capable of snapping a leg, which would be despicable.

"The (Martin) Skrtel clash was nothing; the Can one was a little bit naughty, no more."

There was no official reaction to Costa's ban from Chelsea or Jose Mourinho, with the club cancelling on Thursday the manager's scheduled pre-match press conference due to take place yesterday.

However, yesterday did see Chelsea post an interview on their website with playmaker Eden Hazard in which the Belgium international praised the ability of Brazil-born Costa, who has scored 17 goals in 19 Premier League appearances so far this season.

Top striker

"He's one of the top strikers in the world. He's a proper number nine," said Hazard. "He's a good professional and he gives everything for the team.

"He's an unbelievable striker because he can score at any time," added Hazard.

Meanwhile Pellegrini rejected suggestions tomorrow's match was a 'title-decider' even though second-placed City, the reigning champions, will kick-off five points behind Chelsea.

"I think it is a very important game. It is not the game that will decide the title because after that we have to play for 45 points more," he said.

Tomorrow's match is also set to see City midfielder Frank Lampard, Chelsea's record goalscorer, return to Stamford Bridge for the first time since leaving the west London club.

Lampard once said he would not play for a rival Premier League side.

But the 36-year-old's move to US Major League Soccer team New York City has been delayed by the decision of 'sister club' Manchester City to extend his loan spell at the Etihad.

Lampard came off the bench to score City's equaliser against Chelsea in September, but did not celebrate.

Asked what sort of reception Lampard would receive tomorrow, Pellegrini said: "I am sure that Frank Lampard will receive the best reception from their fans that they can do. He is a top player, maybe the most important in their history." ― AFP

The reports, which were cause for ridicule in local media, come as the head of the rightwing Likud party prepares to seek re-election in a snap March vote.

In a long Facebook post, Netanyahu hit out at "false accusations against me and my wife that seek to topple the Likud and bring the left to power".

"All of this aims to detract attention from what is really important — who will lead the country," he wrote.

Earlier this week, reports emerged that Sara Netanyahu had during her husband's second term as prime minister (2009-2013) collected a vast amount of empty bottles bought by the premier's office and returned them to supermarkets, pocketing the money herself.

Over several years, the Netanyahus through this practice earned at least 4,000 shekels (RM3,633.5) of what should have been public money, the reports said.

They returned US$1,000 to the state in 2013, the Haaretz website reported.

But Haaretz also cited a former employee of the Netanyahus as saying that the figure was in fact thousands of shekels higher.

The matter is being turned over to Israel's attorney general's office, Haaretz said.

Local media were quick to ridicule Sara.

Haaretz published a cartoon featuring her sitting in her living room, surrounded by empty bottles and pointing at a TV showing the latest frontier flare-up between Israel and Lebanese militant group Hezbollah.

"I need them to take something to the supermarket," she barks down a telephone, pointing at attack helicopters shown on the TV.

Pro-Netanyahu freesheet Israel Hayom slammed the reports as "defamation" as the country's political parties prepared for the campaign trail.

The snap vote on March 17 will pit Netanyahu's Likud and other possible rightwing allies against a united centre-left front that includes former justice minister Tzipi Livni's Hatnuah and the Labor party. — AFP

Kuala Lumpur: Sekurang-kurangnya 300,000 pembayar cukai individu tidak perlu lagi membayarnya bagi tahun taksiran 2015.

Perdana Menteri, Datuk Seri Najib Razak, berkata ini berikutan kerajaan mengurangkan kadar cukai pendapatan individu antara satu hingga tiga mata peratusan.

Beliau berkata demikian ketika membentangkan `Bajet 2015: Ekonomi Keperluan Rakyat' di Dewan Rakyat, hari ini,

"Ekonomi Keperluan Rakyat menjadi paksi dan pegangan dalam mendahulukan kepentingan rakyat.

"Barulah nanti, apabila kita mencapai status negara maju, nikmat kekayaan dan kemakmuran sebenar negara akan melimpah ke kaki-kaki halaman serta mengetuk pintu-pintu rumah setiap rakyat di negara ini, Insya-Allah," katanya.


Najib merujuk kepada kepentingan rakyat bukan sahaja dari segi kos sara hidup, pendapatan isi rumah tetapi juga merangkumi peluang pendidikan, pekerjaan dan perniagaan, kualiti hidup, perumahan, latihan, kemahiran, keusahawanan dan keselamatan.

Menurutnya, RM273.9 bilion diperuntukkan dalam Bajet 2015 yang meliputi RM223.4 bilion bagi perbelanjaan mengurus dan RM50.5 bilion bagi perbelanjaan pembangunan.

Memperjelaskan lagi struktur pencukaian, Najib berkata, golongan berkeluarga yang berpendapatan RM4,000 sebulan juga tidak lagi perlu membayar cukai pendapatan.

Beliau turut memberi jaminan bahawa Cukai Barang dan Perkhidmatan (CBP) yang bakal dilaksanakan April tahun depan tidak membebankan rakyat kerana mereka yang menggunakan petrol RON95, diesel dan LPG bakal menikmati pelepasan cukai itu.

Berbeza dengan tanggapan kononnya CBP akan menyebabkan kenaikan harga semua barang, Bajet 2015 mencadangkan lebih separuh daripada 944 barang dan perkhidmatan diberi penurunan harga sehingga 4.1 peratus apabila cukai itu dilaksanakan.

Antaranya ialah ubat-ubatan, barangan elektrik, produk tekstil, barangan plastik, perabot, lampin bayi dan bahan makanan seperti beras, daging, telur ayam, minyak masak dan sayur-sayuran.

Pasir Gudang: Remaja lelaki berusia 17 tahun maut bersama empat penumpang lain yang tidak mempunyai dokumen pengenalan diri dalam kejadian di kilometer 33 Lebuhraya Pasir Gudang, kira-kira 1.30 petang ini.

Ketua Polis Daerah Seri Alam Superintendan Abdul Samad Salleh berkata, kereta yang dipandu ramaja itu dipercayai hilang kawalan sebelum terbabas melanggar pembahagi jalan dan merempuh pokok.

"Pemandu dikenalpasti sebagai J Tamilharasan, 17. Namun, empat lagi mangsa iaitu tiga lelaki dan seorang wanita tidak dapat disahkan identiti kerana tiada dokumen pengenalan diri bersama mereka.

"Kemalangan terbabit menyebabkan kelima-lima mangsa maut di tempat kejadian akibat tersepit.

Bintulu: Seramai 703 penghuni tinggal sehelai sepinggang selepas Rumah Panjang John Guan Pasir Nangka di Sungai Anap, Tatau, di sini, musnah dalam kebakaran, pagi tadi.

Kebakaran berlaku pada jam 2 pagi meranapkan semua rumah terdiri 54 pintu menyebabkan penduduk tidak sempat menyelamatkan harta benda.

Ketua Polis Daerah Tatau Deputi Superintendan Harun Jaafar berkata, pihaknya menerima panggilan kecemasan pada jam 3.30 pagi sebelum menghubungi bomba bagi mendapatkan bantuan.

"Anggota penyelamat terpaksa menggunakan bot untuk ke lokasi berikutan jalan darat yang ada tidak sesuai untuk dilalui.

Tambunan: Orang ramai tidak ada pilihan melainkan terpaksa menggunakan laluan alternatif yang lebih jauh dan mengambil masa lebih lama berikutan jalan Tambunan-Panampang terputus sepanjang 50 meter akibat tanah runtuh di Kilometer 22, awal pagi semalam.

Seorang pengguna jalan raya yang mahu dikenali sebagai Bryan berkata, dia bersama rakan terpaksa menggunakan laluan alternatif Keningau - Kimanis selepas mengetahui jalan berkenaan terputus.

"Saya bersama rakan yang mahu ke Kota Kinabalu terpaksa melalui laluan alternatif selepas mengetahui berlaku kejadian tanah runtuh berhampiran Kampung Sunsuron.

"Saya tahu melalui Facebook dan aplikasi Whatsapp yang disebarkan rakan-rakan," katanya.

Pilih berjimat tak bertempat

Kuala Lumpur: Lima daripada 10 atau 50 peratus pemilik kenderaan di negara ini lebih suka memilih alat ganti tiruan walaupun sedar risiko kemalangan menanti mereka.

Ketua Pengarah Jabatan Keselamatan Jalan Raya (JKJR) Datuk Dr Tam Weng Wah berkata, pihak berkuasa menghadapi kesukaran mengekang kebanjiran alat ganti kenderaan tiruan kerana permintaannya amat tinggi.

"Situasi ini menunjukkan rakyat Malaysia memilih untuk 'berjimat' dengan cara yang salah. Banyak perkara yang boleh berjimat, tetapi bukan perkara yang boleh mendatangkan risiko kepada diri dan keluarga," katanya ketika dihubungi, semalam.

Beliau berkata demikian ketika mengulas laporan muka depan akhbar ini, semalam yang mendedahkan mengenai sikap ramai pemilik kenderaan negara ini yang lebih gemar memilih alat ganti tiruan hanya kerana ingin menjimatkan kos.

Muar: Seorang wanita secara tiba-tiba muntah darah dan rebah sebelum disahkan meninggal dunia ketika berjalan ke arah kereta yang diletakkan di stesen minyak di Taman Pagoh Jaya, kelmarin.

Dalam kejadian jam 9 malam itu, wanita terbabit dikenali sebagai Ana berusia lingkungan 40-an yang dipercayai hamil keluar dari tandas dan menuju ke kereta yang dikatakan dipandu seorang rakan.

Seorang saksi yang hanya mahu dikenali sebagai Ahmad, 30, berkata, dia sedang mengisi minyak di stesen itu sebelum orang ramai terkejut melihat kejadian berkenaan.

Katanya, dia difahamkan wanita itu bersama rakannya datang ke Muar atas urusan perniagaan dan dalam perjalanan ke Johor Bahru.

According to The Wall Street Journal, Senator Joe Manchin of West Virginia told reporters after a private luncheon with Yellen that she said "things are going well" for the US economy.

"She feels the economy is strong, a lot is good," Manchin said, according to the Journal.

New York Senator Chuck Schumer told Bloomberg: "Her message is that the economy's getting better but there's still a ways to go in terms of job creation.

"That worry seems, in her mind, to be paramount and that's why she is not going to raise rates immediately," he said.

The meeting came a day after Fed policymakers upgraded their assessment of the US economy, while acknowledging that international developments could play a role in their decision on when to raise benchmark borrowing costs from near zero.

"She was generally pretty positive about fundamentals here, you know some concern about the foreign situation," Senator Tim Kaine of Virginia said, according to the Journal.

Senator Richard Durbin of Illinois called Yellen's comments "very positive," according to both reports. — Reuters

The series of meetings comes as Kim is squeezed by both his main ally China and the US in a renewed bid to prod him to the table. In a sign the effort may start to bear fruit, Kim on January 1 suggested he'd be open to meeting South Korea's president and is on Russia's guest list to make his first overseas trip as leader in May.

Bilateral talks would only be the first step toward resuming six-nation discussions on North Korea's nuclear weapons programme, and the reclusive regime has walked away before. Even so, a meeting would lower tensions on the peninsula that have been elevated since Kim carried out his country's third atomic test in February 2013.

"My view is that North Korea is interested in direct talks with the US and a resumption of the six-party talks," Joseph DeTrani, a former top US intelligence specialist who met North Korea's Vice Foreign Minister Ri Yong Ho this month in Singapore, said in an e-mail.

"They know that Washington was and is receptive to talks if there is any hope of a meaningful discussion that addresses denuclearisation of the Korean peninsula and the North's commitment to said denuclearization," he said.

While Kim sits on a nuclear arsenal estimated at 12 bombs and a standing army of 1.2 million, he faces United Nations allegations of human rights abuses and tighter US economic sanctions after a cyber-attack on a Hollywood studio in November blamed on North Korea. China has distanced itself from the regime, leaving it in further diplomatic isolation.

China strains

Kim raised the possibility of a summit with South Korean President Park Geun Hye on January 1, to which Park responded that she was willing to meet him without preconditions. North Korea would have to scrap its nuclear programme for any meeting to bear fruit, she said.

Since then, Ri has met with former US officials including DeTrani while envoys have held a series of talks in Beijing, Moscow, Seoul and Tokyo. US Under-Secretary of State for political affairs Wendy Sherman is in Asia this week.

China's refusal to strongly back North Korea after a series of atomic tests and Kim's move in December 2013 to execute his uncle ― the main conduit for communications with officials in Beijing ― may have spurred Kim to reach out. China protested the murder of four citizens last month by a North Korean soldier who crossed the border.

'Leadership role'

"China has played an important leadership role, understands quite well that denuclearisation is the first priority here," Sherman told reporters yesterday in Seoul. "We all are working together to see what more we can do. Obviously the resolution by the UN General Assembly on human rights was an important statement. Our recent executive order on the cyber activities of North Korea has been important to this."

Japan is urging China to play an active role in coaxing North Korea back to six-party talks on its nuclear program, Japan's envoy for North Korea Junichi Ihara told reporters. The six-party track involving North Korea and South Korea, China, Japan, Russia and the US collapsed in 2009 after North Korea walked out in response to UN condemnation of a long-range rocket launch.

No Chinese president has met with Kim since he came to power just over three years ago. Last July President Xi Jinping met Park without first travelling to North Korea, becoming the first Chinese leader to visit Seoul without travelling before that to Pyongyang.

'Socialist camp'

China has beefed up security near the North Korean border after a series of murders by North Koreans crossing over to seek money or food. In December retired Lieutenant General Wang Hongguang was quoted by the state-run Global times as saying China shouldn't come to North Korea's aid if a crisis puts its own regime in danger, adding the "socialist camp" no longer exists.

The October opening of a three-kilometre-long (1.9 mile) new suspension bridge over the river separating the two countries near Dandong in China was delayed indefinitely, the state-run Global Times said October 31.

For the US, the nuclear issue remains the most serious obstacle to reducing North Korea's isolation.

On January 10 North Korea said it was willing to suspend nuclear tests if the US and South Korea halted annual joint military drills. US State Department spokeswoman Jen Psaki called that offer "inappropriate," saying a fourth nuclear test would violate UN Security Council resolutions.

Russia trip

In December the UN General Assembly adopted a resolution calling for North Korea to be referred to the International Criminal Court for alleged crimes against humanity. US President Barack Obama this month called the regime "brutal" and "oppressive".

Faced with pressure from China and the US, Kim has also been looking further north, sending a special envoy to Russia to meet President Vladimir Putin in November. North Korea accepted an invitation "at a supreme level" to attend anniversary celebrations in Moscow in May for Russia's victory in World War II, Putin's spokesman Dmitry Peskov said yesterday by phone.

Russia hopes North Korea "will be represented at this level," Peskov said, adding it is too early to say if the visit could reduce tensions on the Korean peninsula. It's unclear if Park will also attend the event for the first meeting between the leaders of the two Koreas since 2007.

"North Korea is feeling a sense of crisis by China getting closer to South Korea and the US refusing to change its policy," Lee Ji Yong, who tracks Northeast Asian relations at the Foreign Ministry-affiliated Korea National Diplomatic Academy in Seoul, said by phone. "The current diplomatic flurry has the potential to lead to bilateral talks between North Korea and the US." ― Bloomberg

Crime analyst, Datuk Akhbar Satar said periodical inspections on damaged fencings, for example, were important to prevent any undesired incidents especially involving children.

"The inspections include checking faulty fencing due to rust or even missing fence due to theft.

"If there is security fencing that is rusty due to exposure to the weather or the paintwork needed repainting then the necessary measures must be taken to delay the process of decaying," he said when contacted by Bernama today.

In addition, parents must ensure that their young children did not play near the fence, he said.

Akhbar said this when asked to comment on the incident where a five-year-old boy, Muhammad Hazriq Danish Alden, 5, died after falling from the sixth floor of the Public Housing Project (PPR), Seksyen 8, Kota Damansara, here yesterday.

Meanwhile, the president of the Malaysian Crime Prevention Awareness Board, Datuk Seri Dr Saharuddin Awang Yahya said the quality of the steel fence used especially in the Public Housing Projects, flats and so on must be given serious attention.

US exchange-traded products backed by precious metals took in US$1.9 billion (RM6.89b) this month through Jan 28, the first inflow since July and the biggest since September 2012, data compiled by Bloomberg show. Gold prices dropped 2.4 per cent on Jan 29, cutting this month's rally to 6.1 per cent, and Goldman Sachs Group Inc said this week it expects the metal will fall over the next year.

After shunning gold for two straight years, investors are coming back to the metal as officials in Europe and Asia fight stagnating economies with more stimulus. Weaker foreign expansion had also increased bets that the Federal Reserve would delay raising interest rates. This week's statement from the policy makers that cited "solid" US growth damped that speculation, and bullion on Thursday capped the biggest decline since 2013.

"While the gold market is viewing the Fed statement as negative and the US economy is getting stronger, one cannot ignore the economic stress in Europe and China," Jeff Sica, the president of Circle Squared Alternative Investments, which oversees US$1.5 billion, said in a telephone interview yesterday from Morristown, New Jersey. "I don't think investors will abandon gold now as a lot of easy money is getting added to the system."

Futures in New York climbed for three straight months, the longest rally since September 2012, and January's rally is still poised to be the largest since June. Hedge funds and other speculators have the biggest net-bullish bet on gold in two years, US government data show. Assets in global ETPs backed by the metal are heading for the biggest monthly increase since 2011.

Goldman forecast

Gold futures settled at US$1,255.90 an ounce on yesterday on the Comex in New York. A day earlier Fed policy makers boosted their assessment of the US economy and labour market after concluding a two-day meeting.

Commodities will lag behind equities, bonds and credit markets over the next three months because of losses in oil, gold and copper, Goldman analysts said in a report dated Jan 27. The precious metal will drop to US$1,175 in 12 months, the bank said.

Bullion tumbled 29 per cent in the previous two years as the American economy improved. The Bloomberg Dollar Spot Index is near its highest level in a decade with the Fed the only central bank among developed nations considering raising interest rates this year. Higher rates cut gold's allure because the metal generally offers investors returns only through price gains.

'Remain bearish'

"The pressure on gold remains because of the Fed's plans to raise rates this year," Rob Haworth, a senior investment strategist in Seattle at US Bank Wealth Management, which oversees US$126 billion, said by telephone on Jan 29. "I continue to remain bearish on gold."

Still, the Fed said this week that policy makers will take "international developments" into account when considering lifting borrowing costs, and repeated a pledge to be "patient."

A collapse in oil prices boosted the appeal of gold amid the threat of economy-damaging deflation. The European Central Bank's US$1.2 trillion pledge for bond buying and stimulus in Japan has raised the appeal of alternatives to currencies that are being revalued.

"It looks like gold has bottomed," John Apruzzese, who helps manage US$5.5 billion at Evercore Wealth Management in New York, said in a telephone interview on Jan 28. The firm invests in equities, bonds, mortgage-backed securities, liquid and illiquid alternatives. "We think that there is a distinct possibility that the Fed may delay raising rates.
